Saudi Arabia quarantine package

Effective from Wednesday, 08 September 2021 (11:00 am Saudi local time), entry to Saudi Arabia is now permitted to passengers travelling from Argentina, South Africa and the United Arab Emirates subject to meeting the entry requirements.

The following categories of passengers are permitted to enter Saudi Arabia:

  • citizens and residents of Saudi Arabia;
  • first-degree family members of citizens of Saudi Arabia;
  • citizens of Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days;
  • passengers with an exit/entry, work, residence or visit visa issued by Saudi Arabia. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days;
  • passengers with a tourist visa issued by Saudi Arabia. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days. They must also have a COVID-19 vaccination certificate showing that they were fully vaccinated with AstraZeneca (Vaxzevria), Janssen, Moderna or Pfizer-BioNTech (Comirnaty) at least 14 days before departure;
  • domestic workers of citizens of Saudi Arabia. They must be accompanied by the sponsor;
  • domestic workers of citizens of Bahrain, Kuwait, Oman, Qatar and United Arab Emirates. They must be accompanied by the sponsor or one of the first-degree family members of the sponsor. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days.
  • passengers with an Umrah visa. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days. They must also have a COVID-19 vaccination certificate showing that they were fully vaccinated with AstraZeneca (Vaxzevria), Janssen, Moderna or Pfizer-BioNTech (Comirnaty) at least 14 days before departure.

Until further notice, passengers who have transited through or have been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey, or Vietnam within the last 14 days are not permitted to enter Saudi Arabia. This does not apply to:

  • citizens of Saudi Arabia, their first-degree relatives and domestic helpers under the sponsorship of Saudi Arabian citizens when travelling together;
  • residence permit holders who have already taken 2 doses of COVID-19 vaccine in Saudi Arabia;
  • health workers;
  • diplomats and their family members.

Citizens of Saudi Arabia are not permitted to travel to Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam without prior permission from the concerned authorities.

PCR, vaccination and quarantine requirements

Passengers including citizens of Saudi Arabia are subject to a 7-day institutional quarantine on arrival. This does not include:

  • diplomats and their family members.
  • crew members.
  • health practitioners and their family members.
  • passengers involved with health supply chain, according to the Ministry of Health.

The exempted passengers will be subject to a 7-day home quarantine on arrival and must undergo a COVID-19 PCR test on day 6.

All passengers need to present a printed copy of a negative COVID-19 PCR test result certificate issued by an authorised laboratory no more than 72 hours before the last direct flight to Saudi Arabia. Citizens of Saudi Arabia and children under the age of 8 years are exempt from this requirement.

Passengers must have a COVID-19 vaccination certificate or a 7-night quarantine package booked through Holidays by flydubai to enter Saudi Arabia. This doesn’t apply to:

  • citizens and residents of Saudi Arabia with a COVID-19 vaccination certificate showing that they received the first vaccine dose of AstraZeneca (Vaxzevria), Janssen, Moderna or Pfizer-BioNTech (Comirnaty) at least 14 days before departure, or a COVID-19 recovery certificate issued at most 6 months before departure. They must not be arriving from Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam;
  • passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated. They must register in Muqeem and receive a confirmation before departure. Vaccines accepted are: AstraZeneca (Vaxzevria), Janssen, Moderna and Pfizer-BioNTech (Comirnaty). They must not be arriving from Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam;
  • passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated with Sinopharm or Sinovac and have also received one vaccine dose of AstraZeneca (Vaxzevria), Janssen, Moderna or Pfizer-BioNTech (Comirnaty). They must register in Muqeem and receive a confirmation before departure. They must not be arriving from Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam.

Passengers with a COVID-19 vaccination certificate showing that they received the vaccine at least 14 days before arrival must complete "The registration immunization information form” available at https://muqeem.sa/#?vaccine-registration/home; and must download the Tawakkalna App and submit their personal details before departure. The complete registration confirmation must be presented at check-in. This does not apply to:

  • citizens of Saudi Arabia;
  • first-degree family members of citizens of Saudi Arabia. They must be travelling together;
  • citizens of Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days;
  • residents of Saudi Arabia, if not vaccinated in Saudi Arabia with 2 doses. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days;
  • passengers with an exit/entry work, residence or visit visa issued by Saudi Arabia, if not vaccinated in Saudi Arabia with 2 doses. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days;
  • domestic workers of citizens of Saudi Arabia. They must be accompanied by the sponsor;
  • domestic workers of citizens of Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates. They must be accompanied by the sponsor or one of the first-degree family members of the sponsor. They must have not transited through or been in Afghanistan, Brazil, Egypt, Ethiopia, India, Indonesia, Lebanon, Pakistan, Turkey or Vietnam in the past 14 days.

Required forms

All passengers must complete the health disclaimer form and present it on arrival to the Airport Health Control Centre.

Medical insurance

Passengers visiting Saudi Arabia must have medical insurance to cover their treatment of COVID-19. This does not apply to citizens and residents of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Read more about the Complimentary COVID-19 cover.

  • All passengers, including citizens of GCC countries, must carry a valid passport.
  • Suspension of visa on arrival and e-visa issuance until further notice.
  • Onward connecting flights from Saudi Arabia airports are not permitted until further notice
